Uganda Rationale

Goals
The major goals of the NP Uganda project are to protect and support local civil society as they promote reconciliation and build a strong foundation for a lasting peace. Additional goals are the protection of vulnerable groups and aid deliverers so as to increase the development chances of the local populations.

Objectives
The specific objectives NP has for this project are:

  • Reduce the level of and potential for violence at the community level
  • Increase the safety of civilians during the peace process
  • Improve the possibilities for IDPs and ex-combatants to return safely to their homesteads and help facilitate their reintegration into the local communities
  • Increase the confidence of civilians by improving their safety

Projected Activities
NP will deploy up to 12 international civilian peace-keepers composed of a balanced number of men and women from the Global North-South. Together with the identified local peace activists and advocates, the team will:

  • In cooperation local partners, encourage and facilitate the reporting of all forms of violence to relevant authorities
  • Support and provide protection for IDP populations, civilians and activists to allow them to have reasonable freedom of movement while also maintaining a presence in local communities
  • Contribute to the development of a Conflict Early Warning System (CEWS) to create community capacity to monitor indicators of conflict
  • Facilitate discussions and interactions among vulnerable groups from different backgrounds so that they may share experiences of nonviolent protection and action
  • Support those working for the release, protection and reintegration of combatants, especially child soldiers

Partners
NP is developing partner relationships with NGOs in the region that include the Peoples Voice for Peace (PVP), Acholi Religious Leaders Peace Initiative (ARLPI), Justice and Peace Commission (JPC) and Jamii Ya Kupatanisha (JYAK).

Expected Outcomes

  • Empowered local peace activists
  • Entrusted local community structures able to handle conflicts at the grassroots level
  • Reduced risk of violent outbreaks and human rights' violations
  • New relationships built, mutual trust and hope increased among and within communities
  • Improved coping mechanisms and psychological preparedness for IDPs returning home
  • Communities and returning IDPs assuming active roles in conflict resolution, especially with regards to solving land disputes, leading to increased economic opportunities in rural areas

Budget
The 2008 budget is of approximately € 470.000 / 687.000 USD for one full year.
