But here’s what I think is the most compelling argument for NP’s model for UCP: it is proactive, providing a protective presence to cool simmering antagonisms and forty percent of its peacekeeping teams are women. NP has been ahead of the curve all along in understanding that women change the dynamics of most conflict situations: they are tuned into early warning signs, understand intra-community relationships and empower local women to develop conflict- intervention strategies. For example, in South Sudan, local women developed a phone tree to avert several crises.
