Summary of POC week event | Civilian-centred approaches to POC

As part of the annual 2024 United Nations Protection of Civilians week, which takes place around the annual UN Security Council Open Debate on the Protection of Civilians, a side event on ‘Civilian-Centred Approaches to POC: what works, why and advancing acceptance within the international system’ was held at the Mission of the Kingdom of the Netherlands. The event was co-organised by Nonviolent Peaceforce, CIVIC, Creating Safer Space, Global Protection Cluster, HPG/ODI, Oxfam, NORCAP, PAX, the Permanent Observer Mission of the African Union to the UN and the Permanent Missions of El Salvador, the Netherlands, Philippines and South Sudan.

On Thursday, 12 May 2022, the Permanent Missions of Australia, the Philippines, and Senegal co-hosted a lunch meeting of UN delegates and staff featuring Ms. Tiffany Easthom, Executive Director of Nonviolent Peaceforce (NP), an INGO with Consultative Status with ECOSOC. This meeting followed a 2019 UCP/UN retreat that examined unarmed civilian protection (UCP) methods related to the direct protection of civilians (POC) at risk of violence in diverse conflict-affected areas.

Examining Unarmed Civilian Protection in the UN Context: A Complement and Contribution to POC

Conference Documentation

The Permanent Missions to the United Nations of Australia, Senegal, and Uruguay, along with the NGO Nonviolent Peaceforce, hosted a retreat for representatives of member states, the UN Secretariat, and several NGOs to examine unarmed civilian protection (UCP) methods and their potential contributions to the UN’s work on the protection of civilians. Over the course of 1.5 days, participants were introduced to the concept of UCP and discussed the practical work of Nonviolent Peaceforce in various countries and settings, as well as related topics: UCP with refugees and internally displaced persons (IDPs), community engagement in peacekeeping, integrating local protection and self-protection approaches, UCP and DPO field missions, UCP and the role of UN Member States, and integrating high-level and local approaches to negotiation and mediation.

The Federation for Social Defence (Bund für Soziale Verteidigung - BSV, www.sozialeverteidigung.de) together with the Institute for Peace Work and Nonviolent Conflict Transformation (www.ifgk.de) organized a symposium on Unarmed Civilian Peacekeeping/Protection (UCP) on the 10th of October 2015 in Bonn. The symposium has been an important element of the campaign on UCP that the BSV is undertaking to familiarize politics and the peace movement with this approach. We were able to bring in international experts to speak at the conference and would like to present the interesting contributions to a wider audience through this documentation.

On 23 March 2012, the Permanent Missions to the UN of Belgium, Benin, Costa Rica and the Philippines in New York hosted a High-Level Briefing entitled “Broadening the Concept of Peacekeeping: The Contribution of Civil Society to Unarmed Protection of Civilians.” Sixty missions to the UN attended as well as numerous UN entities and nongovernmental organizations sent representatives.
